29 CFR 1910.147(e)(3): Procedures to remove a lockout or tagout device by anyone other than the authorized employee that applied it were not developed, documented and incorporated into the employer's energy control program: (a)High Plains Construction Services, LLC at 22777 WCR 31, La Salle, CO 80645: The employer did not include provisions in the program to control hazardous energy to address removal of lockout or tabout devices by anyone other than the authorized employee that applied the device. Abatement Note: The specific procedure shall include at least the following elements: (1)Verification by the employer that the authorized employee who applied the device is not at the facility: (2)Making all reasonable efforts to contact the authorized employee to inform him/her that his/her lockout or tagout device has been removed; and (3)Ensuring that the authorized employee has this knowledge before he/she resumes work at that facility.
