29 CFR 1926.501(b)(13): Employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph (b):    a) Located along various areas of the 6 to 8 in 12 residential roof deck structure or second floor in lieu of conventional fall protection the employer did not utilize an alternative fall protection plan nor comply with Appendix E, Subpart M fall protection while employees were engaged or observed engaged in unprotected edge roof sheeting and perimeter exterior stud wall erection associated operations exposing employee(s) to fall potentials in excess of 20'.

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards:    a) Located along various areas of the residential roof deck or scond floor there were employees engaged in unprotected roof sheeting and stud wall erection in elevated positions above 20' without conventional fall protection or following a fall protection plan who were not trained or knowledgeable of the procedures or regulationsto be followed to minimize those hazards.
