29 CFR 1910.22(a)(1):     All places of employment, passageways, storerooms, and service rooms shall be kept clean and orderly and in a sanitary condition.    a) In the production area by the feed wall, on or about and at times prior to May 23, 2012, the employer did not maintain an effective housekeeping program to ensure the prevention of dust accumulation on an electrical breaker box, exposing employees to the hazards associated with minor burns and smoke inhalation.    ABATEMENT CERTIFICATION IS REQUIRED

29 CFR 1910.134(a)(2):     A respirator shall be provided to each employee when such equipment is necessary to protect the health of such employee. The employer shall provide the respirators which are applicable and suitable for the purpose intended. The employer shall be responsible for the establishment and maintenance of a respiratory protection program, which shall include the requirements outlined in paragraph (c) of this section. The program shall cover each employee required by this section to use a respirator.    a) In the production area, on or about and at times prior to June 13, 2012, the employer did not provide for a respiratory protection program for an employee working on the production line who was exposed to respirable dust at an 8-Hour Time Weighted Average (TWA) of 5.1980 mg/m3, which was 3.96% above the Permissible Exposure Limit (PEL) of 5.0 mg/m3, exposing employees to the hazards associated with asthma and respiratory distress. Sampling was performed for 415 minutes.    b) In the production area, on or about and at times prior to June 13, 2012, the employer did not provide for a respiratory protection program for an employee working on the production line who was exposed to cotton dust at an 8-hour TWA of 2.01 mg/m3, which was 100% above the PEL of 1.0 mg/m3, exposing the employee to the hazards associated with asthma and respiratory distress.  The exposure was determined from an average of two vertical elutriators for an average sample time of 368 minutes.    ABATEMENT CERTIFICATION AND DOCUMENTATION ARE REQUIRED.    A.G. Daniel Company, LLC. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1910.134(a)(2), which was contained in OSHA inspection number 310995980, citation number 1 item 5(a) and was affirmed as a final order on March 18, 20121, with respect to a workplace located at 67 Tote Road Cuthburt, Georgia

29 CFR 1910.1000(a)(2):     Other substances -- 8-hour Time Weighted Averages. An employee's exposure to any substance in Table Z-1, the exposure limit of which is not preceded by a "C", shall not exceed the 8-hour Time Weighted Average given for that substance any 8-hour work shift of a 40-hour work week.    a) In the production area, on or about and at times prior to June 13, 2012, an employee working with waste cotton was overexposed to cotton dust at a Time Weighted Average (TWA) of 2.01 mg/m3, which was 100% above the Permissible Exposure Limit (PEL) of 1.0 mg/m3, exposing the employee to the hazards associated with asthma and respiratory distress. 29 CFR 1910.1000(e):     To achieve compliance with paragraphs (a) through (d) of this section, administrative or engineering controls must first be determined and implemented whenever feasible. When such controls are not feasible to achieve full compliance, protective equipment or any other protective measures shall be used to keep the exposure of employees to air contaminants within the limits prescribed in this section. Any equipment and/or technical measures used for this purpose must be approved for each particular use by a competent industrial hygienist or other technically qualified person. Whenever respirators are used, their use shall comply with 1910.134.    a) In the production area, on or about and at times prior to June 13, 2012, the employer did not institute effective engineering controls to eliminate overexposure to airborne dust particulates for an employee processing cotton waste who was overexposed to cotton dust at a Time Weighted Average (TWA) of 2.02 mg/m3, which was 100% above the Permissible Exposure Limit (PEL) of 1.0 mg/m3, exposing the employee to the hazards associated with asthma and respiratory distress.
