29 CFR 1917.44(m): Cargo, consisting of pipe or other products which could spread or roll to endanger employees, was not contained to prevent movement when flatbed trucks, platform containers or similar conveyances were loaded or discharged. The employer does not prevent pipes from rolling during loading operations. This violation occurred on or about June 4, 2012, at the Port of Houston, dock 17, where employees were exposed to a struck by hazard when loading pipes onto a flatbed truck without containing them to prevent movement.
