A foreman and roofers were observed using a the ladder exposing them to a 16 fall hazard.

29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. a) Roof of Store next to the Site Building - A foreman and a laborer were observed without fall protection on a roof exposing them to a 13 fall hazard. The workers were preparing materials for installation on the exterior of the building. Hamel Builders was previously cited repeat for a violation of this occupational safety and health standard, or its equivalent standard 29 CFR 1926.501(b)(1), which was contained in OSHA Inspection # 316182641, Citation # 2, Item # 1, and was affirmed on 05/07/2012 , with respect to a workplace located at 3506 Georgia Ave, NW Washington , DC 20009.
