29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:      On or about 06/07/12. At the Secret Harbour Beach Resort, St.Thomas, VI. The employer did not develop a written hazard communication program to address the hazards of products used and/or handled during the following operations:    a. At the laundry area. Employees used and/or handled Sanitation Solutions products during laundry operations such as Detergent break, Oxygen bleach, Soft/Sour, Lime Solvent, and Delite.     b. At the laundry/housekeeping area. Employees used and/or handled Ecolab/Oasis Compac products during housekeeping operations such as Multi-Purpose Cleaner, Glass Cleaner, Air Freshener, Bathroom Cleaner, and Quat Sanitizer.     NOTE: Certification of abatement is not required for this citation item since it was submitted prior to citation issuance. Please disregard the abatement date.

The employer did not ensure to place an identity label on a portable spray bottle (Ecolab/Oasis Compac Multi-Purpose Cleaner) container used/handled by employees during housekeeping operations. At the Secret Harbour Beach Resort, St.Thomas, VI. The employer did not ensure that required material safety data sheets for laundry and housekeeping products were readily available within the work areas. The material safety data sheets were located in cd format in the main offices.     a. At the laundry area. Employees used and/or handled Sanitation Solutions products during laundry operations such as Detergent break, Oxygen bleach, Soft/Sour, Lime Solvent, and Delite.     b. At the laundry/housekeeping area. Employees used and/or handled Ecolab/Oasis Compac products during housekeeping operations such as Multi-Purpose Cleaner, Glass Cleaner, Air Freshener, Bathroom Cleaner, and Quat Sanitizer.
