29 CFR 1926.1053(b)(1): Where a portable ladder was used for access to an upper level landing surface and the ladder's length did not allow the ladder side rails to extend at least 3 feet (0.9 m) above the upper landing surface being accessed, the ladder was not secured at its top to a rigid support that will not deflect, and/or a grasping device was not provided to assist emmployees in mounting and dismounting the ladder. a) On or about 6/14/12 at the 1435 Westway Dr., Sarasota, FL building site an employee was using a ladder that did not extend 3 feet above the landing surface of the roof and was not secured at the top. The employee used the ladder to access the roof to perform a roof inspection. Gary T Bringman Roofing, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.1053(b)(1), which was contained in OSHA inspection number 316417716, citation number 01, item number 002a and was affirmed by final order on 3/26/12 to a workplace located at 1435 Westway Dr., Sarasota, FL 34236.
