29 CFR 1926.451(a)(6): Scaffolds were not designed by a qualified person: At the site located at 8711 HWY 6 in Missouri City, TX, 4 employees were observed working on the third tier of a scaffold laying cement bricks. The scaffold had been erected by the employees, none of the employees had any scaffold training as a result none of them were qualified to erect the scaffold. This condition exposed the employee to fall hazards in excess of 22 feet.
