29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet or more above lower levels was not protected by guardrail systems, safety net systems, or personal fall arrest systems, nor  did the employer demonstrate that it is infeasible or creates a greater hazard to use these systems and develop and implement a fall protection plan which meets the requirements of paragraph (k) of section 1926.502.      a)  64 Lafayette Road, Lot # 222, Livingston, NJ.    Employees were observed working at roof top edge without fall protection being utilized, thereby exposing the employees to a fall hazard of 32 feet to the ground. 29 CFR 1926.1053(b)(1): Portable ladders were used for access to an upper landing surface and the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladder was used to gain access:        a)  64 Lafayette Road, Lot # 222, Livingston, NJ.      A ladder being used to gain access and egess from roof top extended approximately 2 feet above upper landing, thereby exposing the employees to a fall hazard 32 feet to the ground.
