29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has the authority to take prompt corrective measures to eliminate them):    CMI Associates Inc, at 1327 Snowberry Lane, Louisville, CO: On 6/22/12, CMI Associates Inc did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has the authority to take prompt corrective measures to eliminate them).  CMI Associates Inc directed the work of Rivera Construction during the construction of a new home.  Employees of Rivera Construction were performing framing work on the home.  One employee of Rivera Construction was exposed to a fall hazard.  CMI Associates Inc did not maintain a safety program which included frequent and regular inspections of the jobsite.  This condition exposed an employee of Rivera Construction to a fall hazard of approximately 9.5 feet.
