29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet or more above lower levels was not protected by guardrail systems, safety net systems, personal fall arrest systems, or an alternative fall protection measure under another provision of paragraph 1926.501 (b), nor did the employer demonstrate that it is infeasible or creates a greater hazard to use these systems and develop and implement a written fall protection plan which meets the requirements of paragraph (k) of section 1926.502:    (a) Bass Builders, 1524 Homeland Street, Loveland, CO: On or about July 2, 2012, the controlling employer did not ensure the use of appropriate fall protection while an employee of a sub-contractor installed 2X4 wood framing members (rake boards) on the gable end of the roof under construction.  Condition exposed an employee to a fall hazard of approximately 15 feet.    (b) 5024 Rangeland Aveneue, Loveland, CO: On or about July 2, 2012, the controlling employer did not ensure the use of appropriate fall protection while an employee of a sub-contractor framed the roof of the new home under construction.  Condition exposed an employee to a fall hazard of approximately 8 feet.    Note:  When the employer can demonstrate that it was infeasible or created a greater hazard to use one of the systems mentioned above, a written fall protection plan meeting the requirements of paragraph (k) of 1926.502 must be developed, written, and implemented.    Note: Bass Builders was previously cited for a repeated violation of this Occupational Safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13) which was contained in OSHA inspection number 314663618, citation number 1, item number 2, issued on March 29, 2011, with respect to a workplace located at 2984 Ariel Drive, Loveland, CO.
