29 CFR 1926.453(b)(2)(vii): The brakes shall be set and when outriggers are used, they shall be positioned on pads or a solid surface. Wheel chocks shall be installed before using an aerial lift on an incline, provided they can be safely installed.    At the backside of building 257, on or about July 10, 2012,  and at times prior thereto, an employee operating a Pinguely-Haulotte HB 40 aerial lift on a 4.4 degree incline, did not use wheel chocks to prevent the lift from moving.
