29 CFR 1926.1053(b)(4): Ladders shall be used only for the purpose for which they were designed. At the project on or about July 17, 2012, a 6 foot long step ladder was used in the folded up position and leaned against the scaffold. The employee used the ladder to access the first platform in order to remove tools and materials. The employee was on the 4th rung from the bottom of the 6 foot long ladder. The bottom of the 6 foot long ladder was on the concrete surface below.
