29 CFR 1926.501(b)(13):     Employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph (b)  Note:  If using these systems was infeasible or created a greater hazard, the employer should develop and implement a fall protection plan meeting the requirements of paragraph (k) of 1926.502.    On or about July 24, 2012    Employees were exposed to fall hazards while engaged in residential construction activities as follows:    a) Employee expsoed to fall hazards of approximately 22 feet while installing rafters on a under constrcution home.    b) Employee was exposed to fall hazards of approximately 11. 4 feet, while standing in an opening on the second floor pulling boards up to floor to pass to employee installing rafters.

29 CFR 1926.503(a)(1):     The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards:    On or about July 24, 2012:    Employer failed to implement and maintain a training program for employees engagaed in residental constrcution activity, exposing them to fall hazards of approximately 22 feet while installing rafters, and 11.4 feet while lifting rafter material from ground to second floor area.
