29 CFR 1926.452(w)(2): Scaffold casters and wheels were not locked with positive wheel and/or wheel and swivel locks, or equivalent means, to prevent movement of the scaffold while the scaffold was used in a stationary manner: At the East entrance of a commercial building, an employee worked on a mobile scaffold bolting the frame of a billboard without locking a wheel to prevent movement. The employee was exposed to a fall of over 9 feet to the ground.
