29 CFR 1910.1200(h)(3)(iii):  Employee training did not include the measures employees can take to protect themselves from chemical hazards, including specific procedures the employer had implemented to protect employees from exposure to hazardous chemicals, such as appropriate work practices, emergency procedures and personal protective equipment to be used: (Construction Reference: 1926.59)    Residential Construction worksite at Mama Sandy Road, Guam. On or about July 25, 2012, the employer failed to train and ensure that workers were protected against the hazards associated with the use and mixing of cement products.  Employees were not trained on personal protective equipment and health and safety hazards associated with working with cement products.

The employer failed to provide single serve or disposal cups to workers for drinking water.  Workers shared a single serve container for drinking water at the worksite exposing them to contaminants and pathogens.

29 CFR 1926.51(f)(1):  The employer did not provide adequate washing facilities for employees engaged in the application of paints, coating, herbicides, or insecticides, or in other operations where contaminants may be harmful to the employees. Such facilities shall be in near proximity to the worksite and shall be so equipped as to enable employees to remove such substances.    Residential Construction at Mama Sandy Road, Guam.  On or about July 25, 2012, and at times prior thereto, employees were not provided with hand soap near the worksite for employees who handle and/or use the chemicals and materials included in the employer's hazard communication plan and Material Safety Data Sheets (MSDS) including cement products.
