29 CFR 1926.451(b)(1): Each platform on all working levels of scaffolds were not fully planked or decked between the front uprights and the guardrail supports as follows: South side of the structure; employees painted the trim on the wall structure from tubular welded frame scaffold platforms that were not fully planked, exposing employees to fall hazards at approximately 20 feet.
