These requirements also apply to equipment such as lights, reflectors, windshield wipers, defrosters, fire extinguishers, etc., where such equipment was necessary:    Near the south end of the project on or about September6, 2012, all defects were not corrected on a Caterpillar 430 E backhoe before it was placed in service as the front right tire was cut or cracked down to the belts. The backhoe was used to move soil around the site.
