The in-plant handling, storage, and utilization of all compressed gases in cylinders, portable tanks, rail tankcars, or motor vehicle cargo tanks shall be in accordance with Compressed Gas Association Pamphlet P-1-1965, which is incorporated by reference as specified in Sec. 1910.6.      a. At the workplace, in the sawmill near the new maintenance shop at the north end of the building, the  the employer did not ensure that an oxygen tank used for welding was properly stored, exposing employees to a struck-by hazard.

29 CFR 1910.147(e)(2)(i):     The work area shall be checked to ensure that all employees have been safely positioned or removed.        a. At the workplace, a ripsaw near the center of the sawmill became jammed.  The employer did not ensure affected employees were removed from the area while lock-out/tag-out of the ripsaw was being performed, exposing employees to an amputation hazard.    At the workplace on 9/13/2012, during the inspection the ripsaw became jammed.  An affected employee near the ripsaw began to help clear the jam using a piece of wood.  The authorized employee was clearing the jam.

At the workplace, in the maintenance shop, the employer did not ensure the area around and in front of the electrical panel and disconnect was keep clear of equipment.  The employer had staged various equipment in front of the electrical panel, to include but not limited to, a welding cart with oxygen and acetylene and a mig welder, exposing employees to a fire hazard.

29 CFR 1910.147(c)(4)(i):     Procedures shall be developed, documented and utilized for the control of potentially hazardous energy when employees are engaged in the activities covered by this section.       a. At the workplace, the employer did not have a specific procedure to control hazardous energy for machines located in the sawmill to include but not limited to the head saw, planer, lathes and equalizers, exposing employees to amputation hazard(s).    Ames True Temper, Inc., was previously cited for a violation of this occupational safety and health standard, which was contained in OSHA inspection number 314243643, citation number 02, item number 01 and was affirmed as a final order on March 7, 2011, with respect to the workplace located at 1 True Temper Drive Carlisle, PA 17015.
