29 CFR 1926.21(b)(2):     The employer shall instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his work environment to control or eliminate any hazards or other exposure to illness or injury.    a) The employer did not provide training and education to siding installer(s) in the proper procedures and regulations to be followed when working in near proximity to live electrical overhead power lines.

29 CFR 1926.416(a)(1):     No employer shall permit an employee to work in such proximity to any part of an electric power circuit that the employee could contact the electric power circuit in the course of work, unless the employee is protected against electric shock by deenergizing the circuit and grounding it or by guarding it effectively by insulation or other means.    a) On or about September 13, 2012, siding installers were exposed to electric shock hazards due to working within 4 feet of overhead 7,200 volt power lines during the course of their work without deenergizing or guarding the lines effectively.
