OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees while working around a conveyor system with an unmanned and remotely located operator station that did not have emergency stop buttons, pull cords, limit switches, or similar emergency stop devices installed to allow employees the ability to immediately stop conveyors in the event of an emergency. a) Woodyard Tunnel, Craftmaster Manufacturing, Inc., 825 Shiner Road, PO Box 311, Towanda PA: An employee working near the operating discharge fines conveyor had a glove caught by a metal splice on the conveyor belt resulting in the arm of the employee becoming caught in the ingoing nip point at the tail end of the conveyor. The conveyor system, with an unmanned and remotely located operator station, was not equipped with any emergency stop buttons, pull cords, limit switches, or similar emergency stop devices that would allow the employee to immediately stop the conveyor in the event of an emergency, on or about September 17, 2012. In accordance with 29 CFR 1903.19(c), abatement certification is required for this violation.

29 CFR 1910.212(a)(2): A guard was not affixed to the machine where possible and secured elsewhere if for any reason attachment to the machine is not possible. a) Woodyard Tunnel, Craftmaster Manufacturing, Inc., 825 Shiner Road, PO Box 311, Towanda, PA: On September 17, 2012, an employee applying belt dressing on the Discharge Fines Conveyor belt was exposed to a caught-in hazard on the ingoing nip point as the machine guard was not affixed or secured at the tail end of the conveyor. In accordance with 29 CFR 1903.19(c), abatement certification is required for this violation.
