29 CFR 1910.303(f)(2):     Each service, feeder, and branch circuit, at its disconnecting means or overcurrent device, was not legibly marked to indicate its purpose, nor located and arranged so the purpose was evident:    Welding shop electric room:  On or about October 12, 2012 and times prior thereto, there was a breaker that was marked as spare but was used to operate a heater.  This exposed employees to shock/burn hazards from not knowing a breaker was turned off during maintenance.
