29 CFR 1926.200(g)(2):  Traffic control signs or devices used for protection of construction workers did not conform to Part VI of the Manual of Uniform Traffic Control Devices (MUTCD"), 1988 Edition, Revision 3, September 3, 1993, FHWA-SA-94-027 or Part VI of the Manual on Uniform Traffic Control Devices, Millennium Edition, December 2000, FHWA:    a)  M A Concrete Construction, Inc. at 26 Rd and H 3/4 Rd, Grand Junction, CO 81501:  On or before October 17, 2012, the employer did not ensure that adequate advance warning signs were in place where employees were exposed to public vehicular traffic while excavating a trench to lay an 18" water pipe.  Adequate signage was not in place on H 3/4 Road east of the job site, and on 26 Road south of the job site.  In addition, advance warning signs were not removed where the work had been completed.  Condition exposed employees to struck by hazards.        Abatement note:  Sections 6C.03 and 6.C04 of the MUTCD discuss requirements associated with advance warning areas, providing that the advance warning area is that section of the road where road users are informed about the upcoming work zone or incident area.  Section 6B.01 provides that all temporary traffic control devices shall be removed as soon as practical when they are no longer needed.
