29 CFR 1926.1053(b)(22): Employees using ladders were carrying objects or loads that could cause the employee to lose balance and fall: a. At the Country Club Apartments, St. Charles, MO, worksite, employees carried materials, such as tar paper rolls, on a ladder, not keeping one hand on the ladder at all times; and at the same time balancing the material on the shoulder with the other hand. The practice could have caused the employee to loose his balance and fall.
