29 CFR 1910.147(c)(4)(ii): The energy control procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, including, but not limited to items of this section: (a) The written energy control procedure (Lockout/Tagout) for the forklifts did not adequately address all potential hazardous energy sources such as but not limited to: mechanical motion; potential energy due to pressure, gravity, or springs; battery-generated electrical energy; thermal energy, including chemical energy; and other forms of energy. The company's procedure did not address all aspects of servicing, maintaining, troubleshooting, testing, and component positioning for the forklifts and different types of trailers. This exposed employees to inadvertent/accidental restart of the equipment.
