29 CFR 1910.1000(e): To achieve compliance with paragraphs (a) through (d) of this section, administrative or engineering controls must first be determined and implemented whenever feasible. When such controls are not feasible to achieve full compliance, protective equipment or any other protective measures shall be used to keep the exposure of employees to air contaminants within the limits prescribed in this section. Any equipment and/or technical measures used for this purpose must be approved for each particular use by a competent industrial hygienist or other technically qualified person. Whenever respirators are used, their use shall comply with 1910.134:  Engineering controls were not implemented to reduce the exposure to employees as described in citation 1, item 8b  .  Engineering controls usually effective in these circumstances include but are not limited to the following:  1.  Install an automated process to return unused flock back into the overhead bin.  2.  Turn off the flocking operation when the employee enters the flock booth.     3.  Slow down the flocking operation to reduce the amount of unused flock.  Abatement Steps:  Step 1:  Submit to the Area Director a written detailed plan of abatement outlining a schedule for the implementation of engineering and/or administrative measures to control employee exposures as referenced in this citation.  This plan shall include, at a mininum, target dates for the following actions which must be consistent with the dates required by this citation.   a)  Evaluation of the extent and location of the hazard source.  b)  Evaluation of control measures.  c)  Selection of optimum control method(s).  d)  Determination of control measure design.  e)  Ordering and delivery of equipment and material(s).  f)   Installation of control measures.  g)  Training of employees in proper operation and maintenace of newly- implemented control measures.  h)  Assurance of effective performance of control measures.  All control measures shall be evaluated for each particular use by a technically qualified person.  Abatement must be completed by ***30 days***.   Step 2:  Correction should have been completed by the implementation of feasible engineering controls and/or administrative controls and their effectiveness in achieving compliance.  Abatement must be completed by  ***60 days***.
