29 CFR 1926.452(c)(2): Tubular welded frames and panels were not braced by cross, horizontal, or diagonal braces, or combination thereof, which would have secured vertical members together laterally:    a. At the perimeter of the building, a tubular welded frame scaffold two frames high was erected around the east, south and north side of the  building to reach heights during exterior stucco and wirelath installation operations without having cross braces installed at the wall side of the scaffold.

29 CFR 1910.1200(e)(1):  The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met: (Construction Reference: 1926.59)    a. On site, employees were exposed to masonry cement containing silicates and gasoline during stucco operations. A written hazard communication program was not developed, maintained and implemented at the workplace.

On site, employees were exposed to masonry cement containing silicates and gasoline during exterior stucco operations. Material Safety Data Sheets were not maintained at the workplace to provide employees information on the hazardous chemicals used.
