29 CFR 1926.550(a)(5): A competent person shall inspect all machinery and equipment, such as but not limiited to ropes, and hoisting slings prior to each use, and during use, to ensure it is in safe opoerating condition. Any deficiencies shall be repaired, or defective parts replaced, before continued use: (a) At the site - ropes and hoisting slings had not been inspected before the impending lift of a large sign.
