29 CFR 1926.502(h)(2): Mechanical equipment shall not be used or stored in areas where safety monitoring systems are being used to monitor employees engaged in roofing operations on low-slope roofs. On or about 12/13/2012 at the McDonalds construction site in Winsted, the foreman was observed operating a roof cutter near the unprotected edge of a roof without guardrails or personal fall protection in use.

29 CFR 1926.503(a)(2)(v): The limitations on the use of mechanical equipment during the performance of roofing work on low-sloped roofs; On or about 12/13/2012 at the McDonalds construction site in Winsted, the foreman was using a roof cutter to cut the roof and was using the safety monitor system as fall protection. The foreman stated he did not know that roof cutters could not be used in a safety monitor system.
