29 CFR 1910.1026(f)(1)(i): Feasible engineering controls and work practices were not instituted to reduce and maintain employee exposures to chromium (VI) at or below the permissible exposure limit:      (a) On or about January 18, 2013, a welder was exposed to an 8-hour time-weighted average of 22.7 micrograms per cubic meters (ug/m3) of Hexavalent Chromium (VI), 4.5 times the permissible exposure limit (PEL) of 5 ug/m3. The sampling time was 466 minutes during one shift on January 30, 2013.    General methods of abatement include but are not limited to:    1. Utilization of local exhaust ventilation such as, but not limited to, a fume extractor.    ABATEMENT SCHEDULE:    STEP 1:   Submit to the area director a written, detailed plan of abatement outlining a schedule for the implementation of engineering and/or administrative measures to control employee exposure to hazardous substances as referenced in this citation.  This plan shall include, at a minimum, target dates for the following actions which must be consistent with the abatement dates required by this citation:    a) Evaluation of engineering/administrative control options;    b) Selection of optimum control methods and completion of design;    c) Procurement, installation and operation of selected control measures; and    d) Testing and acceptable or modification/redesign of controls.    All proposed control measures shall be approved for each particular use by a competent industrial hygienist or other technically qualified person.    Thirty - (30) day progress reports are required during the abatement period.     STEP 2:   Abatement shall have been completed by the implementation of feasible engineering and/or administrative controls upon verification of their effectiveness in achieving compliance.

ABATEMENT SCHEDULE:    STEP 1:   Submit to the area director a written, detailed plan of abatement outlining a schedule for the implementation of engineering and/or administrative measures to control employee exposure to hazardous substances as referenced in this citation.
