29 CFR 1910.151(c): Where employees were exposed to injurious corrosive materials, suitable facilities for quick drenching or flushing of the eyes and body were not provided within the work area for immediate emergency use [ANSIZ358.1-2004]:     a. On or about 02/08/13, at the maintenance shop area, at Virgin Islands Asphalt Products Corp., St. Croix, VI. An emergency eye wash station was not provided in the immediate area when employees handled corrosive products such as Deka and Superior American batteries (sulfuric acid) when checking their water levels during trucks maintenance operations.     NOTE:  Certification of abatement must be submitted for this citation item as required by 29 CFR 1903.19(c).

The employer did not develop a written hazard communication program to ensure material safety data sheets availability and identity labeling of containers of hazardous products such as propane, diesel fuel, waste cooking oil and Formula 88 degreaser (ethylene glycol monobutyl ether) used and/or handled by employees during asphalt plant operations. 29 CFR 1910.1200(f)(5)(i): The employer did not ensure that each container of hazardous chemicals in the workplace was labeled, tagged or marked with the identity of the hazardous chemical(s) contained therein:    On or about 02/08/13, at Virgin Islands Asphalt Products Corp., St. Croix, VI. The employer did not ensure to place an identity label on containers of hazardous products used and/or handled by employees during asphalt plant operations as follows:    a. At diesel tank area. A 200-gallon propane tank.   b. At the asphalt tank area. A 150-gallon propane tank used as pilot to the heater.  c. At the asphalt heater area. A 3,000-gallon waste cooking oil tank.   d. At the asphalt heater area. A portable container (hand sprayer) of Formula 88 degreaser(ethylene glycol monobutyl ether).    NOTE: Certification of abatement must be submitted for this citation item as required by 29 CFR 1903.19(c).
