Crossbraces were used as a means of access.    a)  Residences at Towamencin, Southwest side, Third Floor Patio - On or about February 13, 2013, two workers applying stucco to the exterior of a building were working from tubular welded frame scaffolding that did not have a ladder extended to the top planked level of the scaffolding, requiring both workers to use the scaffold's crossbraces or frame end to reach the top planked level and then for descending to reach the ladder during egress.
