The competent person did not recognize that supporting a loaded scaffolds leg on hollow core masonry units could cause the scaffold to collapse.

29 CFR 1926.451(c)(2): Supported scaffold poles, legs, posts, frames, and uprights did not bear on base plates and mud sills or other adequate firm foundation 450 Providence Road, Brooklyn, CT 06234: On or about 02/26/2013 the employer did not insure that the prefabricated metal frame scaffold legs bear on firm foundation. One of the scaffold legs was supported by hollow-core masonry blocks.
