29 CFR 1926.21(b)(2): The employer did not instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his/her environment to control or eliminate any hazards or other exposure to illness or injury:    At this jobsite, employees of a sub-contractor were permitted to stand near the excavator at the front and rear of the tractor. Employees were exposed to suddenly being struck by the rotation of the excavator's engine base and canti-lever and the swinging motion of the excavator's boom, stick, and bucket. The employees were not provided training to recognize this hazardous condition.
