29 CFR 1926.1053(b)(13):The top or top step of a stepladder was used as a step: a) At 3307 Double Eagle Ln Opelika, Alabama: On or about February 26, 2013 and at times prior; the employer allowed his employees to use a portable A frame ladder to gain access to the roof joists. The employees had to step on the top step of the ladder to gain access exposing them to falls of 11.2 feet to the floor below.
