29 CFR 1926.1051(a): A stairway was not provided at all personnel points of access where there was a break in elevation of 19 inches (48 cm) or more, or no ramp, runway, sloped embankment, or personnel hoist was provided: (a) On or about 03/08/13, at the Victor Salerno Center, under construction on the St. John Fisher campus, located on 3690 East Avenue, in Rochester, New York, the building entrance, having an elevation of 28 inches, at west end did not have a stariway in place to access the building. NO ABATEMENT CERTIFICATION REQUIRED
