29 CFR 1910.1200(h)(1): Employees were not provided effective information and training on hazardous chemicals in their work area at the time of their initial assignment and whenever a new hazard that the employees had not been previously trained about was introduced into their work area (Construction Reference 1926.59): (a) At the construction site, Alvin Shopping Center Phase II, 162 North Highway 35 Bypass, Alvin, Texas, on or about March 8, 2013 - Employees had not been provided information on the requirements of 29 CFR 1910.1200; operations in their work area where hazardous chemicals were present; and the location and availability of the written hazard communication program, including the required list of hazardous chemicals and (material) safety data sheets. Employees had not received training on the methods and observations that may be used to detect the presence or release of a hazardous chemical in the work area; the physical and health hazards of the chemicals in the work area; measures employees can take to protect themselves from these hazards, such as frequent and thorough washing; and the details of the employer's hazard communication program, including an explanation of the (material) safety data sheet. Employees use hazardous substances such as, but not limited to, Texas Lehigh Portland Cement Type I, with a pH of 12-13 and containing hexavalent chromium and silica.
