29 CFR 1910.272(j)(1): The employer did not develop and implement a written housekeeping program that established the frequency and the method(s) determined best to reduce accumulations of fugitive grain dust on ledges, floors, equipment, and other exposed surfaces:     Employees working in the feed mill were exposed to fire and explosion hazards in that the employer did not implement their housekeeping program and dust was allowed to accumulate several inches in the following locations:      a)      Basement of the feed mill.  Dust on the floors was up to 5 inches deep.   b)      Basement of the feed mill.  Dust was found to be up to 0.125inches deep on the bucket elevator leg boot.  c)      Main floor of the feed mill under the grinder.  d)      On top of the cooler under the pelletizing machine.
