29 CFR 1910.242(b): Compressed air used for cleaning. Compressed air shall not be used for cleaning purposes except where reduced to less than 30 p.s.i. and then only with effective chip guarding and personal protective equipment. A) Compressed air used for cleaning parts was not reduced to 30 psi in that on or about March 20, 2013 air pressure in the machining area was found to be 70 psi; b) Throughout the day employees were permitted to remove metal debris from their bodies by using compressed air nozzles.

29 CFR 1910.134(c)(2)(ii): In addition, the employer must establish and implement those elements of a written respiratory protection program necessary to ensure that any employee using a respirator voluntarily is medically able to use that respirator, and that the respirator is cleaned, stored, and maintained so that its use does not present a health hazard to the user. Exception: Employers are not required to include in a written respiratory protection program those employees whose only use of respirators involves the voluntary use of filtering facepieces (dust masks). The employer did not establish and implement a written respiratory program to ensure that employee voluntarily wearing half-mask elastomeric respirators were medically able to wear the respirator in the Polishing Room and procedures to ensure that the respirator is cleaned, stored and maintained so that its use does not present a health hazard to the user.
