OSH Act of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that; the base footings of a fiberglass extendable ladder were suspended above ground and the bottom rung was being used as the base support, improperly placed on top of two concrete blocks, to provide access to a ventilation fan and a hazardous waste tank:     (a) Quench Tank Area; The Cuprum extendable fiberglass ladder (model 534) used to provide access to a ventilation fan and hazardous waste tanks was improperly placed on top of two concrete blocks leaving the base footings suspended and the bottom rung used as a  base support.
