The employee used an 8 foot "A" frame step ladder to apply moisture barrier wrapping to the external walls of the dwelling.  The employees used the "A" frame ladder folded and leaned against the walls of the home without engaging the metal spreader or locking device.  This conditions exposed the employees to fall hazards.
