29 CFR 1910.23(c)(1):     Open-sided floors and/or platforms four feet or more above adjacent floor or ground level were not guarded with standard railings (or equivalent) and toeboards:    At the employer's yard where the forms, rebar, and concrete pour for constructing concrete beams, employees stand and walk and work on top of the forms where they are exposed to falls. There are no guardrails or other protective methods employed to prevent falls.
