29 CFR 1918.105(b)(1):  The employer did not provide personal flotation devices (PFDs) for each employee engaged in work in which the employee might have fallen into the water:    a.   On or about April 10, 2013, at Villa Marina, Fajardo, PR.  At the pier's refueling station, employees engaged in refueling operations had been dispensing fuel to boats of different sizes without personal floating devices.      NOTE:  Certification of abatement is not required for this citation item as abatement was documented by the compliance safety and health officer during the inspection.
