29 CFR 1926.453(b)(2)(v): A body belt shall be worn and a lanyard attached to the boom or basket when working from an aerial lift. Note to paragraph (b)(2)(v): As of January 1, 1998, subpart M of this part (1926.502(d)) provides that body belts are not acceptable as part of a personal fall arrest system. The use of a body belt in a tethering system or in a restraint system is acceptable and is regulated under 1926.502(e). a. Located at Liberty Place Apartments, an employee was performing masonry work from an aerial lift without being secured to the aerial lift's anchor point, thereby exposing the employee to a fall hazard of approximately 25 feet.

29 CFR 1926.502(d)(17): The attachment point of the body belt shall be located in the center of the wearer's back. The attachment point of the body harness shall be located in the center of the wearer's back near shoulder level, or above the wearer's head. a. Located at Liberty Place Apartments, there were employees performing masonry work from an aerial lift while wearing a personal fall arrest systems that had the attachment point located beneath both of the employee's shoulder blades, thereby exposing the employees to additional injury if an employee would fall while secured to the aerial lift's basket.
