29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladders length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: (a) Baird Builders, Inc. at 2626 S. College Ave., Fort Collins, CO 80525: On and before March 19, 2013, the controlling employer did not ensure that the ladder employees were using to access an upper landing surface extended 3 feet above the upper landing area. This condition exposed employees to a fall hazard of approximately 13 feet 8 inches.
