OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to struck-by hazards:    a) Zenitram Traffic Services, I-70, East of Georgetown, CO: On and before April 11, 2013, the employer did not ensure that employees maintained workzone warning signs safely. Employees were crossing two lanes of traffic to maintain workzone warning signs and ran from the edge of the highway to the middle of the median to repair, retrieve, lay down, and maintain signs. This condition exposed employees to struck-by hazards.    Abatement Note: Employer has the capability to retrieve and maintain work zone signs in the median while using a truck to pull into the median areas where the signs are posted without having to cross lanes of traffic. Employer can also use diamonds on an arrow board in association with a flagger to slow traffic during maintenance operations.
