29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person:    a)There was no frequent and regular inspection program being maintained in use by a competent person to ensure the job site, materials and equipment such as residential steep pitched roof sheeting fall protection devices or systems were being maintained and utilized in a safe condition.

29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):     a) Located along various areas of the residential structure steep pitched roof deck employees were observed performing framing associated roof sheeting activities adjacent to unprotected sides or edges without conventional fall protection and were exposed to fall hazard potentials in excess of 19'.
