29 CFR 1915.73(d): When employees were exposed to unguarded edges of decks, platforms, flats, or similar flat surfaces, more than 5 feet above a solid surface, the edges were not guarded by adequate guardrails meeting the requirements of 29 CFR 1915.71(j)(1) and (2):   a) On or about May 08, 2013, in the construction area of the shipyard, the employer did not ensure that the deck of the vessel had a guardrail system installed. This condition exposed the employees to a 20 feet fall hazard onto the ground.   b)  On or about May 28, 2013, onboard the vessel in the dry dock, where employees were working from the vessel deck surface without being protected by guardrails.  The vessel deck was greater than ten feet above the dry dock surface.  This condition exposed the employees to a fall hazard.
