OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees:     1) On May 9, 2013, and at prior times, the employer did not ensure that employees were protected from crushing hazards.  Employees worked with hydraulic automotive lifts in an unsafe condition or manner in the following circumstances:    a) Rotary brand lifts throughout the facility had swing arms with non functional restraints.    b) Lifts were not periodically inspected by qualified inspectors at least annually to ensure that they were properly maintained and functioning.    c) The employer had not trained employees on the safe use and operation of the lifts.    d) The employer did not ensure that lift operators conducted daily inspections of the lifts, including inspections of lift controls such as restraints and locking devices.      Among other methods, one feasible and acceptable method to abate the hazards would be to implement the requirements of the American National Standard for Automotive Lifts- Safety Requirements for Operation, Inspection, and Maintenance, as well as the guidelines found in Lifting It Right, a safety manual published by the Automotive Lift Institute.  These documents provide guidelines on lift inspections and employee training.      Abatement Note: Abatement certification is required for this item (see enclosed "Certification of Corrective Action Worksheet").
