29 CFR 1926.1051(a): Stairway(s) or ladder(s) were not provided at all personnel points of access where there was a break in elevation of 19 inches (48 cm) or more, or no ramp, runway, sloped embankment, or personnel hoist was provided: a) On or about May 17, 2013, employees were exposed to falls because the employer did not provide a ladder or other adequate means of access to garage roofs. To reach garage roofs which were approximately 8 feet above the ground, employees were observed climbing the walls around garbage dumpsters and stepping up and across to the roofs.

29 CFR 1926.501(b)(13): Employee(s) engaged in residential construction activities 6 feet (1.8m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were other provisions of paragraph (b) of this section used to provide an alternative fall protection measure: a) On or about May 17, 2013, employees were exposed to falls greater than 6 feet while performing roofing work without adequate fall protection measures in place. J&PC LLC was previously cited for a violation of this Occupational Safety and Health Standard or its equivalent 29 CFR 1926.501(b)(10) which was contained in OSHA inspection 706338, Citation 1, Item 1, issued January 4, 2013, with respect to a workplace located at 4755 Castleton Way, Castle Rock, CO 80104. This citation became final on January 14, 2013.
